Project Assurance
The Gateway Review Process examines programs and projects at key decision points. It aims to provide timely advice to the Senior Responsible Owner (SRO) as the person responsible for a program or project. A review provides the SRO with an independent view on the current progress of the program or project and assurance that it can proceed successfully to the next stage.
Gateway reviews are mandatory for all High Value or High Risk (HVHR) projects in most Australian and New Zealand states and territories. Projects are designated as HVHR if they are budget funded projects that have:
• a total estimated investment (TEI) over $250M for infrastructure or $40M for ICT;• a TEI of $100-250M and have been assessed as medium to high risk; or• have been classified as high risk regardless of TEI.
The Gateway Review process involves short, intensive reviews at six critical points (‘gates’) in the project lifecycle, in which public and independent practitioners use their experience and expertise to examine the progress and likelihood of success, performed shortly before key decisions are made. The types of reviews are:
• Gate 1 – Concept & feasibility (based on a preliminary business case)• Gate 2 – Business case• Gate 3 – Readiness for market (prior to procurement taking place)• Gate 4 – Tender decision (prior to contract being awarded)• Gate 5 – Readiness for service• Gate 6 – Benefits evaluation• Program review• Project Assurance Review
Mark is a highly experienced Gateway Review Team Leader who, since 2007, has led or participated in over 120 assurance reviews and health checks for high value, high risk public projects for various Queensland state government departments, the Western Australian, South Australian, Tasmanian, Victorian and New South Wales state governments, and the Australian and New Zealand governments. He has extensive experience across all gates.
