Jeanmar has had an enduring relationship with Brisbane Airport Corporation (BAC) commencing in 2015 when BAC commissioned a review of Project Management Office Maturity and Organisational Project Management Maturity.
Both reviews provided complementary results showing that:BAC achieved an organisational project management maturity of 3 (OPMM 3).
The current maturity of the PMO and the maturity of project governance and delivery showed a level of alignment, stability, and readiness that provides the necessary leverage for BAC to make a successful step-change to the higher maturity of portfolio management at a whole of organisational level.
The achievement of OPMM 4, integrated project governance, is non-negotiable for BAC. With such a dynamic project environment, such high levels of customer expectation, and such inherent exposure to poor project outcomes, BAC fundamentally needs effective integrated corporate project governance.
The enablement of a mature portfolio management framework would offer significant business benefits for BAC but it would be virtually impossible to achieve this without a change in the PMO arrangements for the organisation.
In 2016-2018 Jeanmar assisted BAC in the development and implementation of an Enterprise Project Management Office (EPMO) including the supporting governance structures and amendments to the project management system (PMS).
2016 also saw the commencement of certification of BAC project and program managers under the AIPM RegPM scheme. BAC continues to see value in PM certification with Mark having undertaken the certification of over 40 BAC project managers from Certified Practicing Project Practitioner (CPPP) to Certified Practicing Portfolio Executive (CPPE) over the last six years.
In 2017 - 2018 Jeanmar undertook a Project Delivery Framework Review as a component of the BAC Project Services continuous improvement process. It provided the opportunity to objectively review the systems, processes, and procedures that were applied to project development and delivery and the effectiveness of that delivery in achieving the outcomes expected by Clients.
The review identified positive and negative lessons learned by comparing current practices against recognised best practices and so derived recommendations as to how they can be addressed.
This was an important review as it offered the first opportunity to review the new Project Services structure from a portfolio, program and project management perspective, including governance and performance measurement.
It is also the first opportunity to review the effectiveness of the BAC Project Delivery Framework which had been implemented since the 2016 PMS Review conducted by Jeanmar Pty Limited and Primal Solutions. The major recommendation was the need to develop an organisational portfolio management approach.
In 2019 – 2021 Jeanmar assisted Brisbane Airport Corporation (BAC) in the development of a portfolio management level for its Project Management Framework. This included the development of a professional development program for all project professionals at BAC.
